Please provide the directories /etc/skel/private (rwx------) and
/etc/skel/incoming with appropriate permissions.
In the user private group scheme used in debian/ubuntu the homedirs are
created with permissions allowing the users to share and access files in
each others home directories.
These two directories will provide the users with a private space and a
possibility give and receive files to/from other users.
