"sudo apt-get install updates" (from the screenshot) is a wrong command;
have you tried to do it the right way? try to execute the following commands from the terminal:
sudo apt-get update
sudo apt-get dist-upgrade
** Package changed: apport (Ubuntu) => update-manager (Ubuntu)
** Changed in: update-manager (Ubuntu)
Status: New => Incomplete
** Tags added: amd64 precise

Bug description:
Today I am unable to update my Ubuntu 12.04 64-bit. Looks like update
manager crashed. And the problem could not be reported (automatically)
due to the following bug.
