In my opinion is more of a wish, than a bug.

Title:
When shutting down the computer, the screen brightness should be reset

Status in “acpi-support” package in Ubuntu:
  Invalid

Bug description:
When shutting down/restarting your computer/X the brightness remains the same as you have set it to before you have restarted your machine.
That is why, for instance, reducing the screen brightness on your laptop to save power may lead to some problems. While booting your laptop (in my case an ASUS X55SV) the screen brightness still remains the same while shutting down and booting, which may be very dark and appear even darker during these phases. What might happen now is

  a) you won't be able to see any error messages during the boot/shut down phase,
  b) you won't be able to make any adjustments in BIOS because it is too dark,
  c) you may have a hard time to enter your login data because the screen is too dark.

There are several ways how this could be fixed:

  a) Create a tool in which you can set a default screen brightness that is restored after every restart.
  b) Use a fixed screen brightness while shutting down/booting, whereas you can manually set the screen brightness while using Ubuntu.

There are definitely even more ways to fix this problem and these
might not be the best or easiest solutions, but I would go with b)
because it seems rather simple to implement.
