  Changelogs not visible for recent updates

Status in “aptitude” package in Ubuntu:
  New

Bug description:
  Hi,

  This bug affects Ubuntu 10.04 LTS and LinuxMint 9 LTS, at least.

  Changelogs for packages with recent updates for these ubuntu versions
  aren't visible within aptitude.

  For example, the aptitude ncurses interface lets you do this by typing
  a "C" (or on a command line via "aptitude changelog <package_name>"
  such as "aptitude changelog snmp").

  But the changelogs for this week's apparmor update doesn't seem to
  have been loaded on the repos. I.E., you get:

  E: Couldn't fetch URL
  http://changelogs.ubuntu.com/changelogs/pool/main/a/apparmor/apparmor_2.5.1-0ubuntu0.10.04.4/changelog

  because the changelog for that update (and for others, such as python-
  libxml2 and openssl, which also had updates in the last few weeks)
  aren't on the server. This appears to be a general problem with what
  appears to be a change in the procedure in which updates are being
  posted.

  This appears to be an issue just for the recent updates. Older
  changelogs (including ones for libxml2 and openssl) can be fetched
  with no problems if you select the older versions of those packages
  within aptitude.

  There doesn't appear to be a good way to report general bugs like this
  (which affect many packages) within Launchpad, so I'm hoping that
  reporting it as an aptitude bug (even though it's not a problem within
  aptitude, since the changelogs are in fact not loaded on the servers)
  will help raise its visibility.

  This is similar to bug 1006189 which affects net-snmp, bug 1009862
  which affects openssl, and bug 1012475 which affects apparmor
