By bug 966934 comment 12 this is a deliberate packaging difference and
the .mo files live in language-pack-X-base.

Bug description:
  On Ubuntu bzr does not use translated messages, because the .mo files
  are not included in the packaging.

  Comparing the file list for Debian and Ubuntu, the /usr/share/locale
  tree is not included:

      http://packages.ubuntu.com/precise/i386/python-bzrlib/filelist

      http://packages.debian.org/wheezy/i386/python-bzrlib/filelist

  This is a little odd, as apparently the packaging only differs in
  three dependencies, but may be related to an issue with the setup.py
  script that expects bzrlib/locales to be populated prior to actually
  generating the contents.
