And the times don't reflect my locale or explicit preferences. For
instance, they show AM/PM when I'm using 24-hour time and a UK locale
(which uses 24-hour time).

Bug description:
  Binary package hint: clock-setup

  When you set up multiple locations in the clock setting they don't
  sort by timezone like they used to under previous versions.

  This happens in both Unity and Ubuntu Classic (Gnome 2.32.1)
