I don't believe this bug is a duplicate of 988941. This was an upgrade
from 11.10 to 12.04 and the upgrade attempts to pull *all* packages from
the network regardless of whether the network option is selected or not.

Bug description:
Cdromupgrade attempts to pull all packages from the network, even if
"do not include packages from network" is selected.
If there is no network connection, the upgrade fails. This is with the
amd64 alternate CD for Precise.
