The preinst has code for it (since 1.44), but it works only if the old
file is unmodified.

Bug description:
  Binary package hint: popularity-contest

  On my boxes that have been installed many releases ago and upgraded to
  karmic via the correct upgrade path, an old /etc/cron.weekly
  /popularity-contest still exists along with the proper /etc/cron.daily
  /popularity-contest.

  A bug in the maintainer scripts’ conffile handling, I guess.
