cloud-images build is broken since the introduction of 1.65ubuntu1.

The arm image build dies with:

/usr/bin/lsattr: Function not implemented While reading flags on /etc/resolv.conf
dpkg: error processing resolvconf (--configure):
 subprocess installed post-installation script returned error exit status 20
dpkg: dependency problems prevent configuration of ubuntu-minimal:
 ubuntu-minimal depends on resolvconf; however:
  Package resolvconf is not configured yet.
dpkg: error processing ubuntu-minimal (--configure):
 dependency problems - leaving unconfigured
No apport report written because the error message indicates its a followup error from a previous failure.
