Unrelated.  That bug occurs when attempting to install; here we have
download-only (-d) specified.

  After "aptitude update; aptitude -dy full-upgrade", aptitude loops
  spawning apt-check processes after downloading packages.

  Even after rerunning aptitude -dy full-upgrade, it hangs:
