This is fixed in the Debian release sqlite3 3.7.9-3, see

Ubuntu should just sync with debian here (who to ask for that?)

Bug description:
  /usr/lib/tcltk/sqlite3/pkgIndex.tcl is empty, so that `echo package
  require sqlite3 | tclsh` does not work.
