Thank you for reporting this bug to Ubuntu. Intrepid reached EOL on April 30, 2010.

Please upgrade and test whether the problem still occurs

Bug description:
  Binary package hint: openssl

  RELEASE: Hardy.2
  CD/DVD VARIANT: 32bit Ubuntu live cd
  ISO BUILD: 20090108

  SYMPTOMS: The latest openssl update triggers a restart in intrepid but
  doesn't in hardy

  CAUSE: Unknown

  STEPS TO REPRODUCE:
  1/ install hardy's updated image (20090108)
  2/ install the updates including the openssl 0.9.8g-4ubuntu3.4
  3/ note no restart trigger
  4/ compare this to the openssl update in intrepid where the restart was called for.
