I cannot reproduce on my primary setup using bash 4.2-2ubuntu2 + opening
my terminal windows on gnome-terminal 3.4.1.1-0ubuntu1... I tried with
two tabs, and two windows, and in both cases I saw all the commands
saved.
You say "terminal windows" - is this using a GUI terminal emulator
(gnome-terminal?, konsole?) or purely text-based (screen?
CTRL+ALT+Function key?).

Bug description:
Steps to reproduce:
1) Open few terminal windows
2) In each terminal window execute a different command
3) Close all terminals; remeber which command was executed in the terminal that was closed as last one
Expected result:
All executed commands were saved to .bash_history file
Current result:
Only commands executed in the last closed terminal are saved to .bash_history
