It's similar to UnetBootIn if you are familiar with that:

The startup disk creator (wubi.exe) is for Desktop only, not Server
edition.  So no, I do not know how to do that.

How is all of this even relevant to it not installing?  Are you telling
me, because I am using syslinux.  Ubuntu will start up.  Allow me to
select "Install Server"... and then lock up?   That doesn't make any
sense to me.

  Incomplete

Bug description:
  Refer to Bug #995144 which caused the initial problem.

  Installed ubuntu-12.04-server-i386.iso to USB drive using Universal USB Installer 1.8.9.7
  Booted up into Ubuntu. 
  Selected English.
  Selected Install Ubuntu Server.

  Computer locks up.
