Sorry, but that's not really something we can fix in Ubuntu; it means
that the best video mode your video card gives us in BIOS mode via VBE
is one that doesn't render correctly on your monitor, so there's not
really a way to automatically fix that.
You can set a different mode by editing /etc/default/grub to set
GRUB_GFXMODE to a resolution that works better on your combination of
hardware, then running 'sudo update-grub'.

Title:
Plymouth and Grub appear off-centered
Status in “plymouth” package in Ubuntu:
Invalid
Bug description:
Two weeks ago I did a fresh install of 12.04. When booting 12.04, both
Plymouth and Grub appear off-centered.
On the left side about an inch falls of the screen and on the right
side I have a black band of approximately an inch, where the purple
background ends. I would expect grub and Plymouth to be centered, so
the Grub options are completely readable and Ubuntu's loading screen
te be appearing exactly in the center.
I have a 1920x1080 resolution 23,5 inch Acer flatscreen and a Radeon
HD6850 graphics card.
