I don't think we want to change this behavior here. The only time
you'll receive mail is if the install-time download has failed, and the
download has to be re-attempted via cron. I think it's appropriate to
notify the admin of the download, since the fact that update-notifier is
running *at all* from cron is an exceptional case.
