Bug description:
  Binary package hint: mountall

  Hello,

  /tmp is not cleaned on startup if /usr is not on the same partition as
  the root filesystem. This happens because when /etc/init/mounted-
  tmp.conf calls find, which is located in /usr/bin, /usr has not been
  mounted yet.

  Additionally, the commands from /etc/init/mounted-tmp.conf are only
  executed if /tmp is not on the root filesystem (mounted-tmp.conf waits
  for "mounted MOUNTPOINT=/tmp"). I think that it makes sense to clean
  up /tmp even if it is not located in a separate partition.
