I cannot reproduce this in 12.04. If this bug is still applicable in a currently supported version of Ubuntu please reopen the bug.

Title:
vim-gnome misinterprets non-ascii filenames when opened via nautilus
Status in “vim” package in Ubuntu:
Incomplete
Bug description:
After upgrade to Edgy, when a file with non-ascii characters in the
path or filename is opened with vim-gnome via nautilus, the filename
is garbled. For example, when opening ~/Desktop/тест.txt, vim opens
"~/Desktop/Ñ<82>еÑ<81>Ñ<82>.txt" instead. This happens across in all
UTF-8 locales tested, most likely all (at least en_US and ru_RU)
This does not occur when opening via the command line, only when
opening via nautilus.
version of vim-gnome is 7.0-035+1ubuntu5
