[Bug 1004925] [NEW] Changelog no longer available (except for link) for all updates with a changelog

Public bug reported:

Up until a week or so ago, updates used to come with descriptions of
their changes in the "Description of update" box. Now, all updates that
support changelogs say instead "The list of changes is not available
yet." and provide a web link to an online page describing the changes.
The changelog apparently can't be retrieved no matter how long I let the
updates sit before installing them.
