[Bug 1005153] [NEW] changelog for almost every update is a 404

In the most recent batch of upgrades available for my system -- some
40-odd or so I'd guess, every single one of them hits a 404 when trying
to fetch the changelog.

How are we to upgrade our systems intelligently if we don't know what
changes the updates are bringing in?
