Please attach your /etc/dhcp-server/dhcpd.conf and a tarball of /var/log/upstart
isc-dhcp indeed respawns in case of crash, in this case, the crash is most likely caused by a bad config, having that extra information should let me figure out what exactly was wrong.

  12.04 boot is too slow

Status in “isc-dhcp” package in Ubuntu:
  Incomplete

Bug description:
  I upgrade from 11.10 to 12.04. Previously, I boot in ubuntu (to
  lightdm screen) about 15 seconds. Now I spend more more time (I think
  30 seconds).

  I attach bootchart of 12.04 if you serve to something. I can't include the previous bootchart because I upgrade.
  Can someone identify the bootleneck?

  My computer is Eeepc 1001ha
