Bug description:
  for measuring an initrdless boot i tried to boot without inird. right
  after the rootfs gets mounted upstart dies with the above message. i'm
  not sure this is an upstart issue, it rather looks to me like the
  kernel does not provide the ptys through devtmpfs.
