I don't think that this is a duplicate of bug #1001609, as that seems to
be a missing changelog from one or some packages, and this is from ALL
updates.  I'm also having this issue on a 12.04 Ubuntu, where *every*
update says this text, but the link always works.  I have the problem at
work, but my home computer doesn't.

Status in “update-manager” package in Ubuntu:
  Confirmed

Bug description:
  Up until a week or so ago, updates used to come with descriptions of
  their changes in the "Description of update" box. Now, all updates
  that support changelogs say instead "The list of changes is not
  available yet." and provide a web link to an online page describing
  the changes. The changelog apparently can't be retrieved no matter how
  long I let the updates sit before installing them.
