How should dch decide between attaching ubuntu1 and increasing the
Debian version?

Bug description:
  Binary package hint: devscripts

  In the case of apport-symptoms, dch -i sets the version to 0.9ubuntu1
  instead of 0.10.  There is not a Debian series listed in the
  changelog.

  Using maverick devscripts:
  2.10.67ubuntu1
