The upcoming devscripts 2.11.8 will have a --vendor option. All Ubuntu
version logic will be disabled if "--vendor Debian" is provided. Other
ways to achieve it is to set DEBCHANGE_VENDOR or DEB_VENDOR to Debian.
It is documented in the man pages of debchange and dpkg-vendor.

Title:
dch should have an option to disable Ubuntu modifications

Status in “devscripts” package in Ubuntu:
  Fix Released

Bug description:
  Binary package hint: devscripts

Related to bug 188075, there should be a option (say --debian) that
disables all ubuntu versioning logic etc in dch.
