After upgrade to isc-dhcp-client-4.1.ESV-R4-0ubuntu7 (i386),
isc-dhcp-client ignore "supersede domain-name-servers 127.0.0.1" setting.
downgrade to isc-dhcp-client-4.1.ESV-R4-0ubuntu5 solved it.
