I think this is to be expected. Network block devices are not BIOS
accessible so grub can't understand them. You might try using a device-
map file to explain to grub that it should pretend the device is (hd0).

I've attached a reproduction script that demonstrates the issue - I
ran into this tracking down why a vm build was spectacularly
unsuccessful at booting. The host machine I'm using is amd64, FWIW.
