What we've had to do is:
Boot the Raring Live, connect to internet.
sudo apt-get update
sudo apt-get dist-upgrade
then do the install to your chosen partition.

Successful on thre test pc's for me.

This problem has existed for days.  I have no idea why development
doesn't do the update, dist-upgrade on the .iso images before posting
them into daily build.

  No language "try or install" screen

Status in “syslinux” package in Ubuntu:
  Invalid

Bug description:
  Created persistent USB Lubuntu desktop 13.04 amd64. Booted up USB and
  had no normal select language screen and no try or install menu
  screen.  Hitting enter twice gets me to the live screen persistence is
  fine, and iso installs fine on full drive and along side installs.
  Will check the Ubuntu desktop 13.04 Raring after download completes.
