  ConsoleKit doesn't give at_console rights within an LXC container

Bug description:
  Symptoms:

  I'm running an LXC container with lightdm and VNC. LightDM manages the
  XVNC server and has the unity-greeter running properly in that
  environment. However, nm-applet (and probably other elements) are
  unable to access NM because they are not consider "at_console".

  To avoid the issue, and have nm-applet work properly, I have added
  specific rights in
  /etc/dbus-1/system.d/org.freedesktop.NetworkManager.conf to give the
  same permissions to the lightdm user. This is wrong of course, and I'm
  looking for a proper fix for that.

  Note: this bug seems to be a consolekit one, but may be an LXC
  configuration issue.
