Okay, in my case I could work around this with the following target:
override_dh_sphinxdoc:
dh_sphinxdoc -X searchtools.js
I personally still consider this a bug (in either debhelper or sphinx)
as it's unfortunate for every package to require work-arounds for such a
common scenario.
But at least I have my builds on Raring working now :)

On Raring I'm getting build failures like this:

This package builds fine on Precise and Quantal.
