Thank you for reporting this bug. A few questions...

1) Have you modified /etc/network/interfaces?

2) What does the following command return?:

        init-checkconf /etc/init/networking.conf

2) What does the following command return?:

        sudo cat /var/log/upstart/networking.log*

3) Does the following command start networking successfully?:

       sudo ifup -a

Title:
  Upstart: service networking won't start

Status in “upstart” package in Ubuntu:
  New

Bug description:
  Network can not be started anymore (Ubntu 12.04. LTS)

  ~: sudo service networking start

  gives

  Service networking stop/waiting.

  After rebooting the system, the networking service still in same state
  but

  ~: sudo service networking start

  now brings up the following error message:

  Rejected send message, 1 matched rules: type="method_call", sender=":1.3" (uid=1000 pid=1606 comm="start networking")
  interface="com.ubuntu.Upstart0_6.Job" member="Start" error name="unset" requested reply="0" destination="com.ubuntu.Upstart" (uid=0 pid=1 com="/sbin/init")
