tzdata isn't responsible for setting the date. Something like ntpdate,
or setting it manually using the clock applet on the top right of your
desktop would help.

Bug description:
On Ubuntu 12.10, tzdata says the date is 2005. i wanted to changed it
but it's not possible to change it. i tried to reinstall and
reconfigure tzdata but it didn't work
