If it is an easy job it would have been done already. It requires some
deeper changes in apt.

Binary package hint: gdebi
gdebi should support installing multipe packages simultaneously:
$ gdebi <package1.deb> <package2.deb>
This is useful for updating 2 or more mutually related-dependent
packages.
