[Bug 1080743] [NEW] SSE4 strncmp failure

Public bug reported:

I have a Lucid system where it can't proceed any further with apt /
synaptic due to a bug in strncmp in libc. I was able to debug the
problem and can confirm it is related to an upstream bug.
