invoke-rc.d is in sysv-rc and sysv-rc DEPENDs on sysvinit-utils which
RECOMMENDs upstart, the location of /sbin/runlevel.

This bug wouldn't affect  many people except those who are pedantic
enough to try to run a minimal system by manually rejecting the
installation of any RECOMMENDed packages.

Still, even those pedants (like me) shouldn't have to deal with this.

Bug description:
  upstart's /usr/sbin/invoke-rc.d script makes a call to /sbin/runlevel
  (on line 274).  if neither sysvinit nor upstart-compat-sysv are
  installed then /sbin/runlevel won't exist, and it complains.  one of
  those packages, or one of their PROVIDES, should be a DEPENDS of
  upstart.
