Status in “ubiquity” package in Ubuntu:
  Fix Released

Bug description:
  Booting daily quantal image ubiquity-dm (greeter) does not have
  overlay scrollbars, and instead has gtk "fat" regular scrollbars. This
  is a regression since 12.04[.1] LTS images.
