Thanks for taking the time to report this bug and helping to make Ubuntu
better. We appreciate the difficulties you are facing, but this appears
to be a "regular" (non-security) bug.  I have unmarked it as a security
issue since this bug does not show evidence of allowing attackers to
cross privilege boundaries nor directly cause loss of data/privacy.
Please feel free to report any other bugs you may find.

Title:
  update manager cannot initialise package information

Status in “update-manager” package in Ubuntu:
  New

Bug description:
   get the following message when i try to run the update manger. Also on the desktop task bar where the update icon usually is I now have a no entry sign.
  The message i get is the following:
  E:Encountered a section with no Package: header, E:Problem with MergeList /var/lib/apt/lists/gb.archive.ubuntu.com_ubuntu_dists_precise_restricted_binary-i386_Packages, E:The package lists or status file could not be parsed or opened.
  The manager does not run.

  Running ubuntu 12.04 LTS
