[Bug 1062179] [NEW] Applications menu and shortcuts inconsistency

Public bug reported:

Most applications that are included or can be installed in Ubuntu have
inconsistent menus and/or shortcuts. This leads to a Desktop Environment
that appears to be inconsistent and amateurish to the end users. The
solution to this is relatively easy by creating a set of HIG guidelines
that could be enforced to application developers or patched in to the
existing applications.

A menu example (different order and wording):

Gnome Terminal menu
-------------------------------
File->Open Terminal
File->Open Tab

Nautilus menu
--------------------
File->New Tab
File->New Window

A menu trigger (different triggers):

Nautilus menu
--------------------
File->New _T_ab
File->New _W_indow

Chromium menu
-----------------------
File->New _T_ab
File->_N_ew Window

Different shortcuts:

Redo in gedit: ctrl-shift-z
Redo in libreoffice writer: ctrl-y dsfs
Redo in chromium: ctrl-shift-z
