[Bug 1063048] [NEW] Update-Manager crashes on opening

Public bug reported:

On opening the program does the first scan to check for files to update.
At the top of the window is

  Starting Update Manager

Then a window opens with the following message.

Could not determine the upgrade

An unresolvable problem occurred while calculating the upgrade.

Please report this bug in the 'update-manager' package and try to include the following error message:
'E:Error, pkgProblemResolver::Resolve generated breaks, this may be caused by held packages.'
