Title:
Deb packages should include configuration files installed in the home
  directory

Status in “dpkg” package in Ubuntu:
  Confirmed

Bug description:
If I install kubuntu-desktop (and any other package), I will find in
my home directory a folder called .kde. When I uninstall this package,
the folder and all its files will remain. This is very inconvenient
especially for users who use wine that puts all (horrible) Windows
  executables in its .wine directory.

I think dpkg-buildpackage may allow a line such as
  ~/.kde
in debian/dirs and something similar to
  cp all_user_files debian/kde/~/.kde
  in debian/rules.
Also, dpkg may remove this directory with the --purge option.
