Could not initialize the package information

An unresolvable problem occurred while initializing the package
information.

Please report this bug against the 'update-manager' package and include
the following error message:

'E:Error, pkgProblemResolver::Resolve generated breaks, this may be
caused by held packages.'

Status in “update-manager” package in Ubuntu:
  New

Bug description:
  i am using ubuntu 12.04LTS(precise pangolin) in my desktop of hardware:
  RAM:1.8 GB
  processor:Pentium(R) Dual-core CPU E5500@ 2.80GHz
  when opening update manager an error messsage is popping titled 'cannot initialize package information' and an error message  showing beneath it as below:
  'E:Opening /etc/apt/sources.list.d/private-ppa.launchpad.net_commercial-ppa-uploaders_fullcircle-issue-60_ubuntu.list - ifstream::ifstream (13: Permission denied)'
  my ubuntu software center also got the problem it open ups and closes quickly as it opens,
  as in the error message i also got two issues of full circle magazine issue 59&60,as i seen the error message i removed both using synaptic package manager but still the problem persists
