demotions don't need to be filed as bugs on the packages in question;
now that ubiquity doesn't recommend redboot-tools, the archive admins
will take care of the rest.

Bug description:
  redboot-tools has not been used in ubuntu since the days where the
  imx51 arm achitecture was supported. nowadays nothing uses it anymore,
  there is a "Recommends: redboot-tools" in ubiquity that needs to be
  removed before demoting though.
