In order to get it working again, paste the following in your terminal
and press Enter:

cd /tmp && wget https://launchpad.net/ubuntu/+archive/partner/+files
/adobe-flashplugin_11.2.202.243.orig.tar.gz && sudo /usr/lib
/flashplugin-installer/install_plugin /tmp/adobe-
flashplugin_11.2.202.243.orig.tar.gz

This will download the tarball from Launchpad (as shown in the previous
comments), put it in the /tmp folder and install it afterwards.
Basically, it will do what flashplugin-installer does. You might have to
restart your browser(s) afterwards.

I don't really understand why the regular process hangs, because
clicking the download link from the terminal (the tarball it never seems
to download), does result in my browser being able to access the link
without any problems.

Bug description:
  I just tried to update (using apt-get update  ; apt-get upgrade) a
  system running Lucid 10.04.1 and the flash plugin has failed to
  update. Its try to download
  http://archive.canonical.com/pool/partner/a/adobe-flashplugin/adobe-
  flashplugin_11.2.202.243.orig.tar.gz, but this doesn't exist.
