In both cases you had a disk with large enough free space. If it is
sufficient in space, instead of offering a user to resize installation
it uses that free space straight away.

Status in “ubiquity” package in Ubuntu:
  New

Bug description:
  1) Lubuntu 12.10 i386 Beta 2 9-25-2012 build
  2) ubiquity 2.12.3
  3) I expected steps 7. Note the drive selected on the Select drive list and the bar state  and step 8.Move the slider bar that separates the grey sections to 50% to present in the install process.
  4) During the installation process when reaching step 6. Click on Forward it then skipped to step 9. Click on Install now button omitting steps 7 and 8.
