[Bug 1065754] [NEW] preinst doesn't sufficiently fix Prompt in release-upgrades

that there is still an issue with release-upgrades.dpkg-dist.

The preinst in ubuntu-release-upgrader is only set to modify /etc
/update-manager/release-upgrades on upgrade, which won't work because
ubuntu-release-upgrader is a new package in quantal.  It used to be part
of update-manager.
