This bug was fixed in the package base-installer - 1.122ubuntu13

Bug description:
  I tried installing the current server daily on secureboot hardware.
  The installer installed shim-signed and grub2-signed but didn't
  install a signed kernel, resulting on grub showing up but not letting
  me boot anything post-install.
