The error in the logs is:

Please attach the file /var/log/upstart/statd.log from this system.
(Note that this file is only readable by root, so you will need to
change permissions on it to be able to attach it.)

Bug description:
  I've been getting errors for a while. Couldn't get system to report.
  Upgrading/repairing today.

  May be part of one of the other listed bugs, but I couldn't tell.

  Happened doing a partial upgrade.  12.04 to 12.04
