[Bug 1069027] [NEW] Xubuntu doesn't show a notification icon for new version of the system

You have been subscribed to a public bug:
When there's availables updates of packages, Xubuntu shows an icon on
the panel that notify that, and allow you to install the updates, check
updates or open the update manager. But, when there's a new version of
Xubuntu there's no icon that notify that, nor the regular icon with a
new option to update the system. To see if there's available a new
version of the system you have to open the update manager to see it, but
if you update your packages just clicking on "install updates" in the
icon, you never know that there's a new version of the system (unless
you check news about Linux and stuff like that).
