[Bug 1069067] [NEW] Can't select UTC as time zone in 12.04 Server installer

Public bug reported:

I'm installing 12.04 Server from CD and would like to select UTC as the
time zone. However it is not an option on any of the menus (or at least
I can't find it, I haven't checked every continent's sub-menu).

This bug https://bugs.launchpad.net/ubuntu/+source/tzsetup/+bug/262069
seems to imply that this was fixed in Jaunty but UTC is not an option
available in the 12.04 installer.
