[Bug 1069544] [NEW] screen turns off periodically after lid was closed and opened on HP/Compaq nc4200

Public bug reported:

After closing and reopening the lid of the laptop (not suspending)
sometimes (about 1 of 3, depending if run on battery or AC) the screen
doesn't turn on by itself and I have to press a key or touch the
touchpanel to turn it on. After that, the screen keeps turning itself
off every couple of seconds. This behavior wouldn't stop until a reboot
or suspend. Oddly, after waking up from suspend, the bug !!COMPLETELY!!
disappears. I tried the same with hibernation, but didn't work. This bug
appears at least in Ubuntu 12.04 and 12.10. The laptop has the latest
BIOS. I also tried the latest 3.6 kernel from the Mainline PPA but
without success.

I will attach the Xorg.log file after the screen was turning off by
itself a couple of times and a suspend/resume cycle afterwards.
